Welcome to “Political Rights of EU Citizens”, an innovative online course designed to provide recommendations and best practices to promote the right to vote and stand as candidates in municipal and European Parliament elections.

The goal of this course is to support local authorities, Civil Society Organisations and policymakers who wish to empower EU mobile citizens in voting age to use their voting rights.

This Course comprises of 2 Modules:

Module 1: Political participation of EU citizens at the local level

EU citizenship gives the right to EU mobile citizens to “vote and to stand in elections to the European Parliament and municipal elections in their Member State of residence, under the same conditions as nationals of that State”.

In this module, we are going to speak about the rights of EU mobile citizens to participate in municipal elections. 

Who are these EU mobile citizens? What does the right mean in practice?

Module 2: Political participation of EU mobile citizens in the European Parliament elections

EU citizenship gives the right to EU mobile citizens to vote and to stand in elections to the European Parliament and municipal elections in their Member State of residence, under the same conditions as nationals of that state.

In this module, we are going to speak about the rights of EU mobile citizens to participate in the European Parliament elections. Who can benefit from this right? What does the right mean in practice?

Meet our Teacher – Claire Morot-Sir – ECAS EU Rights Manager

After working several years on legal issues linked to intra-EU mobility, Claire joined ECAS in 2022. In her role, she is in charge of: 

  • Researching and analysing different aspects of EU Rights legal framework
  • Organising training seminars and events
  • Coordinating the work in different projects of ECAS
  • Monitoring daily political, policy and legislative developments in the EU rights (free movement) area

In the past two years, Claire has engaged various stakeholders through crowdsourcing exercises and focus groups, to understand what needs to be further improved to foster political participation of EU mobile citizens.

Meet our Teacher – Marta Azevedo Silva – ECAS Communications Manager

After working several years in communications and press roles on European affairs in non-profit settings, Marta joined ECAS in 2023. In her role, she is in charge of:

  • Contribute to further developing and implementing ECAS’ communication and stakeholder engagement strategy
  • Manage ECAS website, social media accounts and mailings
  • Coordinate ECAS’ project-related communication and stakeholder engagement activities
  • Proactively engage with EU-level media outlets and communication stakeholders to promote the ECAS’ reputation, accomplishments, and contributions to its communities

Marta has developed events and campaigns with various stakeholders in more than 10 EU countries.
