He worked as a Director of the European Union Pavilion at the Expo 98 of Lisbon and, between 2000 and 2002, he was a member of the Euro launch Team. Joaquim was also responsible for the Culture Operational Program (POC) as well as several projects of the FEDER Funds.
In addition to this, Joaquim is a writer, a publisher, a translator and a member of diverse cultural associations. In 1996, he was nominated Friend of Flanders by the Minister-president of Flanders Luc Van den Brande and, in 2004, he was awarded the title of “Oficial da Ordem do Infante D. Henrique” by the Portuguese government.
